The only place I could find at Microsoft was here (32-bit) and here (64-bit). If yes, then you may first install Windows 10 on Mac OS (here are articles for reference: Install Windows 10 on your Mac with Boot Camp Assistant) then install the Windows version of OneNote 2016. Microsoft have further obfuscated the downloading of Office 2016 Onenote.
